Japan's finance minister is planning to meet with the country's transport minister today to discuss a potential government bailout of Japan Airlines, which saw its weakened financial status deteriorate further over the weekend when its largest creditors balked at providing ¥300 billion ($3.3 billion) in debt relief and equity swaps.
JAL and a government task force overseeing its restructuring proposed the relief plan but were rebuffed by the banks and asked to present a different plan, according to Japanese media reports. JAL's biggest creditors reportedly are the Development Bank of Japan with ¥230 billion in total loans, Mizuho Corporate Bank with ¥57 billion, Bank of Tokyo-Mitsubishi UFJ at ¥53 billion and Sumitomo Mitsui Banking Corp. with ¥37 billion [Vous devez être inscrit et connecté pour voir ce lien].
JAL's initial restructuring plan, which called for 6,800 job cuts and slashing about 50 international routes, was deemed insufficient by Japan's new Democratic Party of Japan-led government. But Transport Minister Seiji Maehara repeatedly has assured that "the government will back up" the airline if it is in imminent danger of collapse [Vous devez être inscrit et connecté pour voir ce lien]
Kyodo news agency reported that Finance Minister Hirohisa Fujii will meet today with Maehara to discuss JAL, with options under consideration ranging from presenting the creditors with a new plan to a government bailout. JAL may be forced to sell its JAL Hotels subsidiary, according to the report, which added that the carrier's operating loss for its fiscal year ending March 31, 2010, is expected to exceed ¥200 billion.
Gerson Lehrman analyst Daniel Lintz wrote in an analysis issued yesterday that "an injection of public funds remains the only viable option" for JAL, estimating that "a figure approaching ¥1 trillion would seem. . .realistic given the company's steep operating losses over the past two years and its stark earnings forecast." He added, "Without a doubt, Japan Airlines is too big to fail. The carrier provides exclusive service on more than a handful of domestic routes and supports a broader food chain encompassing more than 100 affiliates and partners worldwide."
He argued that the transport ministry should act because it "is complicit in creating the privatized carrier's bloated labor and pension cost structure and preserving its unprofitable domestic route schedules and fare structure."

[Vous devez être inscrit et connecté pour voir ce lien]Japan's government in the coming days plans to decide on a financial bail-out for Japan Airlines after the carrier's banks reportedly declined to waive some its debts.
Finance minister Hirohisa Fujii told reporters in Tokyo today that in the next few days the government will decide on a financial turnaround plan.
Reports in Japan, citing unnamed sources, say a state-backed government agency may inject money into the airline and take a majority stake in JAL, a move that comes after airline's banks refused to waive some of its debts.
The airline's banks are: the Development Bank of Japan, Mizuho Corporate Bank, Bank of Tokyo-Mitsubishi UFJ and Sumitomo Mitsui Bank.

The Japanese government and Japan Airlines reportedly will unveil a new turnaround plan for the troubled carrier later this week that will include slashing 13,000 jobs and giving a new government-backed agency control over JAL's restructuring process.
Kyodo News reported that the new plan will nearly double the 6,800 job cuts that were called for in JAL's original restructuring proposal [Vous devez être inscrit et connecté pour voir ce lien]. The reductions would be carried out in phases and concluded by March 2015, according to the report.
Nikkei reported that Enterprise Turnaround Initiative Corp. of Japan, a newly created quasi-government entity that is charged with buying debt from strapped companies and providing them with specialists to help oversee restructuring programs, will be put in charge of JAL's turnaround. The report stated that ETIC could provide loan guarantees to enable skittish banks to lend JAL money, or could even lend funds directly to the airline. It reportedly needs a ¥200 billion ($2.17 billion) loan to enable it to stay afloat through the end of its fiscal year that concludes March 31.
Meanwhile, foreign investors continued to show interest in taking stakes in JAL, which last month revealed that it had held talks with both American Airlines and Delta Air Lines regarding one of those carriers investing in it. Bloomberg News reported that DL has contracted Fleishman Hillard to help it lobby the Japanese government on the issue.
JAL on Sunday downsized from 747-400s to 777-300ERs on flights from Tokyo Narita to Los Angeles and Chicago O'Hare

[Vous devez être inscrit et connecté pour voir ce lien]Japan Airlines is expected to report a heavy loss Friday for its fiscal first half ended Sept. 30, increasing pressure on the carrier and the Japanese government to develop a restructuring plan to help assure investors and customers that the troubled company won't collapse.
"We will not create a situation in which airplanes do not fly," Transport Minister Seiji Maehara insisted to reporters, adding that short-term government financing and other rescue measures could be unveiled this week in advance of the earnings release. JAL's turnaround is expected to be overseen by the Enterprise Turnaround Initiative Corp. of Japan, a newly created quasi-government entity designed to help rescue struggling companies [url=http://www.atwonline.com/news/story.html?storyID= 18345](ATWOnline, Oct. 30)[/url].
According to Japanese media reports, a key issue is the carrier's pension funding deficit, estimated to be more than ¥300 billion ($3.3 billion). Maehara has said he is pressing for legislation that would ease JAL's pension burden and creditors reportedly are willing to provide relief if the government can help solve the pension problem. Creditors last month balked at supplying around ¥300 billion in debt relief and equity swaps [url=http://www.atwonline.com/news/story.html?storyID= 18228](ATWOnline, Oct. 20)[/url]. Pension relief legislation could be introduced as soon as next week, according to multiple reports.
Meanwhile, JAL announced that President Haruka Nishimatsu and about 70 top executives will forego pay in December. Agence France Presse reported that the airline also is considering asking 17,000 nonexecutive employees to forego winter bonuses. Once a restructuring plan is developed, JAL likely will resume negotiations with Delta Air Lines and American Airlines about one of those carriers potentially taking a stake

Quand on dit ceci c'est que on a la sensation d'être dans les choux.FORT WORTH, Texas, Nov. 18 /PRNewswire-FirstCall/ -- American Airlines has issued the following statement:
"American and its oneworld partners are confident that the total value proposition they offer JAL is superior in every way to any alternative. An offer to make up for lost revenue at best merely gets JAL back to status quo while introducing costly disruptions and distractions that would naturally follow a risky move to switch alliances amid a massive financial restructuring.
"American stands ready to make a significant investment in JAL and remains confident that an American-JAL partnership can readily obtain antitrust immunity as early as the middle of next year, which would allow JAL to realize approximately $100 million in revenue annually in future years. American strongly believes that benefit can't be matched by another partner, and it would be in addition to the approximately $500 million in annual revenue that oneworld delivers to JAL today.
"When you add up the facts, the most value and best long-term solution for JAL comes from remaining with oneworld so that it can continue to focus on its recovery with partners that can help it build a stronger foundation for the future."

Speaking to reporters in Tokyo, an American Airlines executive urged cash-strapped JAL to remain in the current oneworld grouping, saying the alliance is providing $500 million in annual revenue to JAL and will add $100 million more if the two companies can obtain antitrust immunity following the conclusion of open skies talks between Japan and the [Vous devez être inscrit et connecté pour voir ce lien].
"There is very minimal risk in staying with oneworld as opposed to joining the SkyTeam, which delivers enormous risks," Theo Panagiotoulias, American Airlines vice president for [Vous devez être inscrit et connecté pour voir ce lien] and the Pacific, told reporters in Tokyo.
JAL, currently seeking a turnaround under state supervision, is faced with having to decide, possibly by year-end, between [Vous devez être inscrit et connecté pour voir ce lien], the top U.S. carrier, and American Airlines, the second-largest U.S. carrier, in receiving badly needed capital as it heads for its fourth annual loss in five years.
"This is not a war between two carriers over JAL," Panagiotoulias said. "This is the right choice for JAL's future." Panagiotoulias declined to disclose the numerical details of a financial package until JAL finalizes a deal with a government-backed corporate turnaround body for broad support measures, but sources familiar with the matter have said the airline is preparing to invest about 30 billion yen, while TPG is eyeing an offer of around 100 billion yen.
He said American Airlines is ready to make "a significant investment" in JAL together with TPG once it receives a request from both JAL and the Japanese government.
"We want to be here and ready to support our partner in any way we can when the time is right," he said.
The remarks came after Delta said Wednesday the company and its global alliance partners are ready to offer a financial package totaling $1.02 billion (about 92 billion yen) for JAL, including $500 million in nonvoting equity capital and $300 million in revenue guarantees.
Delta President Edward Bastian also said the Japanese carrier could expect an increase of $400 million in annual revenue through a boost in passenger numbers by joining SkyTeam.
But American Airlines' Panagiotoulias said a defection to SkyTeam would pose regulatory risks, with Delta and JAL accounting for over 60 percent of the U.S.-[Vous devez être inscrit et connecté pour voir ce lien] market. Joining SkyTeam could also jeopardize Tokyo's position as an international hub in the Asia-Pacific region as the alliance also includes Korean Air, he added.
"Japan Airlines needs to focus on quality revenue not quantity revenue," he said. "Our overall value proposition is far superior to anything that Delta has put on the table." The global battle over JAL has intensified even as the government has refused to rule out the possibility of liquidating the airline, which has already received three bailouts in less than a decade.
Separately, JAL officials said the company will suspend employee promotions, regularly carried out in December, to save costs by curtailing salary increases.

[Vous devez être inscrit et connecté pour voir ce lien]Thai Airways International plans to transfer more domestic routes and three [Vous devez être inscrit et connecté pour voir ce lien]-400s to its low-cost carrier Nok Air.
"They already have three [Vous devez être inscrit et connecté pour voir ce lien] 737-400s from us and we will be putting three more into Nok," Thai executive VP commercial Pruet Boobphakam told ATI on the sidelines of the Assocation of [Vous devez être inscrit et connecté pour voir ce lien] meeting in Singapore.
Thai has also transferred its two ATR 72-500s to Nok, says Pruet.
He says Thai plans to transfer more domestic routes to Nok and cites, as an example, Bangkok-Udon Thani.
This is a very popular route that Thai operates [Vous devez être inscrit et connecté pour voir ce lien] A300s on.
It is mostly frequented by Thais and relatively few tourists.
Boobphakam says Thai wants to retain a strong presence on domestic trunk routes where there are a lot of foreign tourists transiting.
It is important that Thai be able to serve foreign tourists, he says, adding that Thai will retain a strong presence on the Bangkok-Phuket and Bangkok-Chiang Mai routes.
Boobphakam also says Thai wants Nok and its partner SGA Airlines to move onto PB Air's routes.
PB Air is a privately-owned carrier that operated on six domestic routes but recently suspended all its operations.
Nok and SGA Airlines announced earlier this year they are teaming up to introduce [Vous devez être inscrit et connecté pour voir ce lien] domestic flights to Thailand.
Boobphakam says it is important for Thai that Nok and SGA be successful otherwise the Thai Government might ask Thai to serve these small routes as a matter of national service.
Thai also wants Nok to succeed because Thai has a large minority stake in Nok.
Boobphakam says Thai would be interested to increase its stake in Nok.
But would want it to remain below 49%, he adds
