Design and development
Designed to meet a requirement of the [Vous devez être inscrit et connecté pour voir ce lien] (NYRBA) for an aircraft to serve the coastal routes in South America. Consolidated designed the Model 17 Fleetster.
The Fleetser had a streamlined all-metal [Vous devez être inscrit et connecté pour voir ce lien] with a wooden wing.
The [Vous devez être inscrit et connecté pour voir ce lien] was a 575 hp (429 kW) [Vous devez être inscrit et connecté pour voir ce lien].
It was available as a landplane or seaplane and could accommodate up to eight passengers, although the three NYRBA aircraft were fitted with two full-width seats each for three passengers.

A parasol-wing version (the Model 20 Fleetster) was also developed with the wing supported by four short struts.
The open cockpit was moved to behind the passenger cabin and the space used as a cargo compartment.
Three aircraft were built for NYRBA and a private [Vous devez être inscrit et connecté pour voir ce lien] customer.
In 1932 a carrier-borne dive bomber version (Model 18) was evaluated by the [Vous devez être inscrit et connecté pour voir ce lien] as the XBY-1,
it was not ordered but was the first stressed-skin aircraft, and the first aircraft with integral fuel tanks in the wings operated by the Navy.

The Army Air Corps bought three Consolidated Fleetster Model 17-2s and designated them Y1C-22s.
The Air Corps had previously bought one Consolidated Model 17-1 Fleetster for use as an executive staff transport by the Assistant Secretary of War, F. Trubee Davison. When Consolidated introduced the Model 17-2, the original [Vous devez être inscrit et connecté pour voir ce lien] was upgraded to these new specifications and re-designated it as [Vous devez être inscrit et connecté pour voir ce lien].
Because the C-11A had minor differences with the new production model 17-2s, the Air Corps established a new designation rather than a new model (i.e. Y1C-22, not C-11B).
During the 1920s and 1930s, it was common practice for the Air Corps to assign a new designation to a plane every time a new engine model was installed.
(Note: this was not always the case; obviously, since the Y1C-11 was changed to C-11A with a new engine model.)
With the new engine, the Y1C-22 was faster and able to carry a larger payload than the Y1C-11.
The mission of the new planes remained executive staff transport.
The Assistant Secretary of War for Aeronautics and the Chief of the Air Corps used the Y1C-22s for various missions like inspection tours of Army air fields throughout the country and to shuttle back and forth between important locations (i.e. Bolling Field, Washington, D.C., and Wright Field, Dayton, Ohio).
