Selon une information publiée par la Compagnie chinoise des avions commerciaux (COMAC), la société a établi avec l'UEAIR (compagnie d'aviation privée basée à Chengdu, capitale du Sichuan) un contrat pour la vente de 30 avions ARJ21-700. Il s'agit de la plus importante commande du projet puisqu'elle a dépassé celle des 25 appareils passée en 2008 par la société américaine GECAS. Jusqu'à présent, la commande du projet ARJ21 s'élève donc à 240 appareils.

En tant que tout dernier avion de ligne chinois à courte et moyenne portée, l'ARJ21 présente une bonne faculté d'adaptation tout en étant confortable. Selon COMAC, trois avions ARJ21-700 ont réussi leur premier vol d'essai et deux d'entre eux sont actuellement soumis à la deuxième étape des essais de vol à Xi'an. COMAC a promis de décrocher le permis de vol en 2010 pour assurer la livraison dans les délais annoncés.

De la part de l'UEAIR, la société possèdera un réseau de vol depuis Chengdu après la livraison des 30 avions ARJ21-700 pour répondre aux besoins des passagers locaux. Ceci contribuera au développement du transport aérien dans l'ouest, et à priori, dans le sud-ouest du pays.

Également en charge du développement du grand avion chinois, COMAC a annoncé le bon déroulement des préparatifs du projet C919. Les neuf fournisseurs des composants de l'avion ont été décidés, et la fabrication du prototype du cockpit de l'avion a débuté le 1er septembre à Chengdu.

China has secured a tentative deal with Indonesia for the sale of Commercial Aircraft Corporation of China (Comac) ARJ21 regional jets, Harbin Y12 turboprops and Avicopter helicopters.

Privately-owned Indonesian mining company Merkukh Enterprises has signed a memorandum of understanding with AVIC International to purchase Chinese-built aircraft, confirms AVIC International civil marketing division managing
director Xu Bo. He was responding to Indonesian news reports quoting Merkukh's president director Rudy Merukh.

Merukh says the mining company plans to buy 24 Harbin Y12IVs, six Avicopter H425 helicopters and nine Comac ARJ21s. It will pay for the purchases by selling coal, nickel and copper to China over a 30-year period, he says.

The deal also involves Merkukh buying ships, property and mining trucks from China.Merkukh Enterprises owns Indonesian carriers, Dirgantara Air Services and Sabang Merauke Air Charter (SMAC), and plans to place the Chinese aircraft with these airlines.SMAC president director, Budi Tutuko, says Merkukh Enterprises bought SMAC at the end of last year from local company PT Anugerah Angkasa and Singapore infrastructure and engineering firm Boustead.

The charter carrier operates one Indonesian Aerospace NC 212-100 and two NC 212-200s and by year-end hopes to start taking delivery of the Chinese aircraft starting with the Harbin Y12s, he says.SMAC needs the fixed-wing aircraft and helicopters because it is doing more charter work for Merkukh Enterprises and other mining companies, says Tutuko, adding that he anticipates the Chinese aircraft will be shared equally between SMAC and Dirgantara Air Services.

Indonesian Aerospace is pitching its new 19-seat N219 turboprop to airlines such as SMAC.

But Indonesian Aerospace has yet to formally launch the N219 programme.

Tutuko says one advantage the Y12 has over the N219 is that the Chinese Part 23 aircraft already has FAA certification.

A senior official at Dirgantara Air Services, who wishes to remain anonymous, says that the airline plans to receive some of the Chinese aircraft.

Merkukh Enterprises bought Dirgantara Air Services in August 2009, says the official.

The scheduled and charter airline operates two Britton-Norman Islanders and one Indonesian Aerospace NC 212-100, he adds.China is becoming increasingly involved in Indonesia's commodities sector and AVIC International, which is the international marketing arm of state-owned aircraft manufacturing conglomerate China Aviation Industries, has done non-cash deals with developing countries in the past.

It has, for example, sold aircraft to African nations in return for fishing rights.China's Xian Aircraft also signed a
deal in 2006 for the sale of 15 Xian Aircraft MA60s to Indonesia's Merpati Nusantara although so far the carrier has received only two aircraft.

China's Comac ARJ21 regional jet has completed flight-testing in high temperature and humidity conditions.

One of the four test aircraft (serial number 103) completed the test flight on 2 August, says Comac.

The aircraft took off on the test flight from Sanya Phoenix airport in southern China and landed 2h 55min later at Xian Yanliang airport, adds Comac.

ARJ21 Wing Problems Drive Program Delay

Commercial Aircraft Corp. of China (Comac) now aims to deliver its first ARJ21 regional jet toward the end of next year, representing another one-year delay in the program.
It had been aiming to have first deliveries by the end of this year, but Comac director general airworthiness management department, Zhao Yuerang, says they aim to finish the flight test program in April and the supplemental ground tests in June.
“At the end of next year, we will complete (Civil Aviation Administration of China) type certification and have first delivery,” he says. Zhao was speaking at the China International Aviation and Aerospace Forum on Nov. 15 in Zhuhai.
The ARJ21 has experienced several delays over the years. Previous delays were caused by weight issues and difficulties with systems integration.
But the latest delay is due to structural issues. Industry sources say the ARJ21’s wing broke, during static testing before achieving ultimate predicted load. The wing’s failure then led the Civil Aviation Administration of China (CAAC) to limit the aircraft’s flight envelope during its flight test program.
The sources say the structural issue has since been resolved because Comac has redesigned the aircraft’s wing to make it stronger. The CAAC has responded by restoring the flight envelope to its fullest, add the sources.
Chengdu Airlines, in which Comac is a major shareholder, is to be the launch operator. Chengdu placed an order for 30 ARJ21s after Comac bought into the airline. The launch operator was originally supposed to be Shandong Airlines, but it decided to delay taking delivery of the Chinese-built regional aircraft. Shenzhen Airlines’ Kunpeng Airlines was next in line to be the launch operator, but it handed that mantle to Chengdu.
The ARJ21-700 is a 90-seat regional jet powered by two, fuselage-mounted General Electric CF34-10A engines.
China is hoping that once the ARJ21 receives Chinese certification, it will get FAA certification, making it the first Chinese commercial transport aircraft to receive U.S. approval. The FAA has agreed in-principle to embark on a shadow certification, which involves ensuring the CAAC certification process is in line with FAA standards.
Passing the shadow certification process would make it easier for the ARJ21 to get FAA certification. Having FAA certification would help Comac to sell the aircraft overseas.
Comac has sold the ARJ21 mostly to Chinese airlines. Its foreign customers are GE Commercial Aviation Services and the Laos Government. Laos is a political ally of China. GE is providing the engines for the ARJ21.

Comac ramps up ARJ21 flight testing

Comac is steadily ramping up flight testing for its ARJ21 regional jet programme as it closes in on a target to make first delivery by the close of 2011.
Aircraft 101, one of four aircraft in the ARJ21 test fleet, completed static testing of the ARJ21 on 12 April after three and a half years - progress hailed as a major milestone by Comac.
The completion of static testing is a vital step in ensuring that the ARJ21 receives certification from the Chinese authorities before its first delivery to launch operator Chengdu Airlines by the end of the year, says the airframer.
"Completion of the static testing is extremely significant. It is the first time that such testing is completed under the requirements of CCAR25 certification in China," says Comac's deputy general manager Luo Ronghuai.
Before completing static testing, Comac conducted flutter tests on aircraft 101. Other flight tests are continuing on the rest of the test fleet, says Comac.
Aircraft 104 has been undergoing icing tests and extensive flight trials in Urumqi since 27 March. Earlier in April, aircraft 102 underwent engine tests in Gansu province.
The ARJ21 static testing was completed under the watch of the US Federal Aviation Administration, which is conducting a shadow certification programme. This involves the FAA's assessing the Civil Aviation Administration of China's ability to assess technically the twinjet.
Comac has said it intends to apply for FAR 25 certification after the ARJ21 passes this shadow certification, so the aircraft can be marketed overseas.

Sources close to the programme, who spoke on condition of anonymity, said the airframer is not likely to deliver the first aircraft to launch operator Chengdu Airlines by end-2011 as scheduled.

A Comac spokesman was not able to comment on the reported delay. Chengdu Airlines was uncontactable for comment.

Among the problems faced by the airframer is the incorrect positioning of aircraft probes which resulted in inaccurate readings during flight testing, said sources.

The programme has also not completed its icing tests, said a source, adding that this makes it difficult for the ARJ21 to receive its type certificate by year-end.

"There isn't much time left, the icing tests were supposed to be completed in the first half of this year but they were not," he added.

Sources said the US Federal Aviation Administration (FAA), which is conducting a shadow certification of the programme and is assessing the Civil Aviation Administration of China's (CAAC) ability to assess the aircraft, has played a part in pushing for further testing of the ARJ21.

A FAA spokesman said the agency cannot discuss details of the shadow certification as it is still active. "We are observing the CAAC as they certify the aircraft. We will observe testing, review certification data, and observe meetings with the certification applicant; the CAAC defines the actual certification requirements," said the spokesman.

Comac has said it intends to apply for FAR 25 certification after the ARJ21 passes this shadow certification, so the aircraft can be marketed overseas.

China's ARJ21 falls behind on flight test schedule

key components in the flight test programme of China's first indigenously designed regional jet have not been completed, and this has led to the likelihood of a delay in the type certification and delivery of the aircraft.

Problems surfaced during the icing tests on the Commercial Aircraft Corp of China (Comac) ARJ21 in Urumuqi, Xinjiang province. Stalling speed tests have not begun yet either, said a source close to the programme, who spoke on condition of anonymity.

It is "uncertain" when these tests can be completed, and type certification will be awarded only when they are done, the source added.

"Comac is striving to receive type certification for the ARJ21 by year-end. But a delay in receiving type certification is a possibility. That means that a delay of first delivery for the aircraft is a possibility," said the source.

Launch customer Chengdu Airlines was due to receive the first ARJ21 by the end of 2011. Yu Luo, vice-general manager at the airline, said: "Comac has not informed us about changes in the delivery schedule of the ARJ21."

Chengdu Airlines is 48% owned by Comac and 40.9% owned by Sichuan Airlines.

Aircraft 104, which is involved in the icing tests, arrived in Urumqi on 27 March. The tests were due to be completed by the middle of 2011, but were not completed.

"There is a delay in the icing test as there is, at present, not enough natural ice in Urumuqi," said the source.

Static tests for the ARJ21 were completed on 14 April and crosswind tests on 24 May. Flutter testing on the ARJ21 started on 4 April, and was successfully completed in Xian on 18 August.

Representatives from the US Federal Aviation Administration (FAA), which is conducting a shadow certification of the programme and is assessing the Civil Aviation Administration of China's (CAAC) ability to assess the aircraft, were present for the flutter tests.

Comac has said it intends to apply for FAR 25 certification after the ARJ21 passes this shadow certification, so the aircraft can be marketed overseas.

Industry sources say the FAA had a role in pushing for further testing of the ARJ21, although a spokesman from the agency said he was unable to discuss the details of the shadow certification

"We are observing the CAAC as they certify the aircraft. We will observe testing, review certification data and observe meetings with the certification applicant; the CAAC defines the actual certification requirements," he added.
