According to a source, six PIA planes have been grounded for ‘technical’ faults and some of them can be made operational if the required spare parts are provided by the management.

‘The management has not only shown its inefficiency in bringing the aircrafts to service but it also lags behind in scheduling and planning. The airline is not using two new Boeing-777 from its fleet because the management ‘wants’ to justify the purchase of a new fleet,’ he said.

The PIA currently operational has in its fleet Airbus (12), Boeing 737 (5), Boeing 747 (4), Boeing 777 (9), and ATR 7.

A Boeing-747 was grounded on May 14 and it was scheduled to be ready for flying after repair of its engine on June 19.

An Airbus was grounded on July 18 and was supposed to be fit by Aug 21, another Airbus was grounded on July 23 and had to be back in operational fleet on July 25 after routine maintenance but it could not.

Another Airbus without both engines was grounded on March 30 is still waiting for spare parts. A Boeing-737 was grounded on July 7 for structural integrity check and has to be fit by Aug 10 while an ATR which was grounded in May for broken landing gear is waiting for its replacement.

A PIA Karachi spokesman said only two to three planes had been grounded for technical reasons and they would be ready to fly after ‘routine’ check up.

Sixty three per cent flights from Lahore to Islamabad were delayed in May and 48 per cent in June while 55 per cent flights lagged behind scheduled timing in the first week of July.

Likewise from Islamabad to Lahore 70 per cent flights were delayed in May, 53 per cent in June while 65 per cent
flights could not reach destination on stipulated timing.

According to a report submitted to LHC by PIA, four planes had to travel over six sectors and in case a plane was delayed for five minutes at one station it would end up with a delay of half an hour while landing at Lahore airport.

ISLAMABAD: Defence Minister Ahmed Mukhtar told the National Assembly on Friday that the PIA received Rs 2 billion government assistance in the last two years, generously spent $0.25million in the name of pilot trainings abroad in one year (2008-2009), and struck a deal of $1.159 billion to buy Boeing 777s despite serious procedural objections raised by the Planning Commission. And still it was running into losses of billions of rupees.

These facts provide some clue to what had gone wrong with the PIA over a period of time. But for obvious reasons, Ahmed Mukhtar did not tell the House that the controversial deal of Boeings was executed during the four-year long tenure of his brother Ahmed Saeed as chairman PIA (appointed by Pervez Musharraf, of course). In one of his recent speeches on the floor of the house concerning the PIA affairs, Ahmed Mukhtar strongly defended the performance of his brother as chairman of the national airlines. Instead, he held his brother’s successors responsible for the mess.

On Friday, this information about the sorry state of affairs in the PIA was tabled in the house in the form of written replies to different questions. Syed Zafar Ali Shah enquired about the financial assistance provided to the PIA during 2006-2007 and 2007-08. In his written reply, the defence minister confirmed that the PIA received financial assistance from the government to the tune of Rs 2.2billion in these two years -- Rs 1.4 billion in 2006-2007 and Rs 891 million in 2007-2008.

MNA Mrs Anusha Rahman Khan wanted to know whether there was any proposal to establish a flying academy of PIA at Nawabshah. She also wanted to know the total expenditure incurred on the training of pilots of PIA during the year 2008-2009 and finally the past experience of PIA in running such academies.

Ahmed Mukhar confirmed that the PIA management and its board of directors had approved the setting up of Shaheed Benazir Bhutto flying academy with the project cost of Rs 91million. The inauguration ceremony is scheduled for
December 27, 2009. The minister also confirmed that during the year 2008-2009, the PIAC spent $0.25m on training and aircraft conversion training of its pilots on B-747, B-777, A310 and ATR aircraft.

Ms Tahira Aurangzeb wanted details of the Boeing 777 deal inked during the Musharraf regime and if the Planning Commission had raised objections on the procedure for purchase of aircraft.

Mukhtar said PIA purchased eight Boeing 777 aircraft from Boeing at a total cost of $1.1 billion through an agreement executed in October 2002. The aircraft price was as follow: 0X3 B-777 2000ER $119 million each, OX2 B-777 $141.2m and 777-300 $372m per copy.

About the objections raised by the Planning Commission, the minister said that PC had raised objections on the procedure for purchase of these aircraft, which were replied to accordingly. He did not list these objections or replies of the PIA management.

PIA reste déficitaire amis la courbe de pertes s'infléchit. Les ventes se redressent. Pas un mot sur le contexte géopolitique particulier du pays, ni sur les récents soucis d'entretien avions.

The airline’s loss in the six months ended June 30 narrowed to 5.39 billion rupees, or 2.52 rupees a share, from 18 billion rupees, or 8.60 rupees, according to the statement. Sales rose to 41.9 billion rupees, from 37.6 billion rupees.

According to a PIA source, the aircraft will be purchased during the next five years from Boeing Company
of the USA and Airbus Industries (France).

‘The PIA is evaluating both 737-800 family from Boeing USA and A320 family aircraft from Airbus France,’ the source said, adding that the aircraft would cost PIA US$2 billion.

A senior PIA official told this correspondent that new planes were need of the hour and also part of long-term policy of the airline.

‘It is the right time to buy the planes as their prices in international market have come down by 40 to 45 per cent. Besides, a lot of money has to be spent on the maintenance of around two-dozen old aircraft and their fuel consumption is also very high,’ he said.

Though the national airline has been running into huge financial losses, the official justifies the purchase saying: ‘For an airline to carry on its business, aircraft evaluation/acquisition is a continuous process as no aircraft can be operated forever. With the passage of time the maintenance requirements and other operational issues with older aircraft necessitate evaluation of new and more efficient types and eventually replace the older types with newer ones.’

He further said according to IATA global aviation would lose US$2 billion this year owing to recession. He said new aircraft in the current fleet would help PIA explore new international routes.

At present, the PIA fleet consists of 40 aircraft (33 owned and seven leased) Boeing 777 and 747, Airbus A310 and ATRs. Recently PIA has scrapped three of its aircrafts.

‘The decision regarding the sale/scrapping of an aircraft cannot be based on time only and it depends upon several factors including its age, usage, flight hours and cycles, maintenance cost, operator's geographical location and technological advancements. An aircraft can be operated as long as it is commercially viable,’ the official responded to a question.

The Transparency International has raised serious concern over what it called a ‘shoddy’ deal.

The PIA official said objections raised by the Transparency International had been clarified and PIA was following the procedures keeping in view the airline interests, rules and industry norms.

‘Procurement procedures will be followed in the transaction and advertisement/tender documents will be placed on PIA’s website,’ he added.

PIA suffered Rs 76.54 bln accumulated losses: NA informed

ISLAMABAD, Nov 7 (APP):

Minister for Defence Chaudhary Ahmad Mukhtar on Saturday informed the National Assembly that PIA suffered Rs 76.54 billion accumulated losses till June 30 this year due to depreciation of rupee, high fuels, debt servicing on fleet loans and increase in financial cost of domestic loans.


During questions hour, he said PIA has taken many steps to improve the financial institution including fleet modernization, marketing initiatives and route rationalization.
He said, the PIA was up-grading its engineering department and they would be able to overhaul Boeing aircraft.

Some Boeing aircraft parts were being locally manufactured, he added

The minister said that Civil Aviation Authority (CAA) has no authority to change the name of Peshawar airport or other airports.
However, there were plans for up-gradation and expansion of the airport.

He said a concept plan has been developed by the consultant appointed for detailed planning of the scheme.
The CAA was making efforts to acquire the land which owned by army and PAF for expansion, he added.

Ahmad Mukhtar said that no new aircraft was purchased during 2008-09 while PIA inducted one new Boeing 777-300ER aircraft in its fleet as part of the project of 08 B-777 family aircraft.

The minister said no PIA land at any location has been under encroachment at present. However, about 24 kanals land has been encroached along Benazir Bhutto International Airport Islamabad and 80 acres in Deh Safooran district Malir Karachi has been encroached.

He said the CAA was taking steps to remove the encroachment and notices were serviced on the encroacher.
