The companies submitted a proposal in August. Their offer was also intended to meet a national requirement for two aircraft able to perform VIP transport tasks. Warsaw last year included a 450 million zlotys ($155 million) allocation for a tanker purchase in its preliminary budget for 2008-12, but later cancelled its plans due to a lack of funds.

Speaking at the MSPO show in Kielce, Bumar and IAI representatives said a first aircraft would be available for
delivery within a 12-month period, with a second to follow inside another year.
Both would achieve full operational capability in less than 36 months from a contract signature, they say.

IAI would convert two 767s for the tanker-transport mission by installing additional fuel tanks on the lower deck, and by integrating two underwing hose and drogue refuelling pods and a flying boom. The aircraft would also receive IAI-developed self-protection equipment already installed aboard commercial aircraft.

Bumar would establish a new company to be responsible for the strategic lift of personnel, equipment and cargo, plus medical evacuation tasks during expeditionary and humanitarian missions. It would also deliver in-flight refuelling training for the Polish air force's [Vous devez être inscrit et connecté pour voir ce lien] F-16 pilots, plus VIP transport services.

The company would be responsible for training pilots and ground crew, and for servicing and maintaining the aircraft, which could also serve as airborne command and control platforms. The assets would be made available on a pay-per-use basis, with spare capacity to be offered to third parties.

ST. LOUIS, US (BNS): Japan has received the fourth and last KC-767 air-to-air refueling tanker aircraft from the US.

The US defence major Boeing delivered the military aerial refueling and strategic transport aircraft to Japan’s Defence Ministry on January 8 within the contracted schedule and budget, the company said.

The advanced tankers will be based at the Japan Air Self-Defense Force’s (JASDF) Komaki Air Base.

Japan had placed an order in 2001 to procure four KC-767s from the US. The first operational KC-767 was delivered to JASDF on 19 February 2008, followed by the other two in March 2008 and March 2009. They were re-designated KC-767J.

The aircraft, at present, are undergoing operational evaluation which is likely to be completed by this year end.

The KC-767 has been designed to carry both passenger and freight transport. Its cargo carrying capacity is up to 19 standard military 463-L pallets. In [Vous devez être inscrit et connecté pour voir ce lien] configuration, the tanker can transport 200 passengers.

It is fitted with additional pumps and auxiliary fuel tanks, enabling it to carry out simultaneous refuelling and airlift operations.

Italy has also placed an order for four such aircraft with Boeing.

Boeing will delay delivery of two other tankers for unspecified improvements in their capabilities, Reuters said.

A Transaero Airlines Boeing 767-300, flight UN-559 from Moscow Domodedovo (Russia) to Hurghada (Egypt) with 214 passengers, was enroute near Rostov (Russia), when the crew needed to shut the left hand engine down because of low oil pressure.
The airplane diverted to Rostov for a safe landing.

Boeing sits out Indian tanker competition

Boeing is not bidding on India's aerial refueling tankercompetition, leaving the field to Airbus Military and Ilyushin, Flightglobal reported Friday.
The reason is simple: Boeing apparently will only bid on future international tanker opportunities if it wins the U.S. Air Force's $35 billion KC-X tanker competition.
"Only upon the outcome of the KC-X competition will we be able to fully determine our ability to participate in future international competitions," Vivek Lall, vice-president, Boeing Defense, Space & Security, India, told Flightglobal.
Boeing already is building 767-based tankers for Italy and Japan. But the company only has 50 unfilled orders for 767 airliners and will surely shut down the line once those orders are filled if it doesn't win the U.S. tanker contract.

Boeing may exceed aerial tanker cost ceiling by $500 Million

Boeing is projected to exceed by as much as $500 million the cost ceiling on its contract to develop new refueling tankers for the U.S. Air Force, or about $200 million more than previous estimates, according to the Defense Department.

Chicago-based Boeing, which is developing the KC-46A tanker from its 767 airliner, absorbs 100 percent of any dollars over the contract’s $4.8 billion ceiling.

Government officials in June told Bloomberg News that Boeing was projected to exceed the ceiling by $300 million.

A senior official told reporters July 27 the estimate had dropped “a little bit.’’

The new, higher estimate is disclosed in a 37-page Selected Acquisition Report, the Pentagon’s first official cost review for what is planned as a 179-aircraft, $51.7 billion program that includes research, production and aircraft support.

The estimate comes as engineering, manufacturing and development are “progressing well with no significant technical issues,’’ the report said. A major review that ended in mid-August resulted in a well-understood and approved contract, technical, cost and schedule baseline’’ that the government will use to “measure and closely manage Boeing’s progress.’’

“The program manager’s most likely estimated price at completion is $5.3 billion and the contractor’s most likely is $5.1 billion,’’ according to the document obtained by Bloomberg News.

“The government’s estimate is higher than the contractor’s due to the inclusion of schedule risk associated with the remainder of development,’’ it said. “The government’s liability is limited to $4.8 billion.’’

Zero profit?

Program manager Brig. Gen. Christopher Bogdan said of Boeing in July that “if they get to $4.9 billion, they get zero profit.’’

Boeing spokesman Jerry Drelling said he had no immediate comment but planned to provide a statement.

The estimated value for buying four development and 175 production tankers includes $40.2 billion for procurement. A full-rate production decision is scheduled for June 2017.

Procurement spending is scheduled to start in 2015 with $1.6 billion, increasing to $2.6 billion in 2016 and $3.2 billion in 2016 when measured in “then-year’’ current dollars. The production schedule calls for building the first seven aircrafts in 2015, 12 in 2016 and 15 a year annually through 2026, with the final six of 175 in 2027.

Most of $7.1 billion in development funds will be spent through 2016.

The cost per tanker jet in current dollars is estimated at $288.8 million, the report said.
